Is there any way to impose bandwidth control in the GUI?

The rate limit is used to set the maximum upload speed (in kilobytes/sec). However, due to compression and deduplication the upload speed shown in the status bar is usually larger than that.
Yes, the GUI settings are saved in .duplicacy/schedule which is just a json file and can be manually edited.
