Is it ok to simply drag and drop the repository (backup directory) in Windows to another device using the bog-standard file-manager?
My parents backups go via ethernet to a Raspberry Pi which has a USB HDD attached. I’m currently using the high-tech sneakernet approach to off-site backups. 
Just making sure there’s no unforeseen complications.
If you meant the destination directory on the storage that contains chunks, snapshots, and config, yes, you can copy this directory to any other location and then use a new storage url to point to it.

I assumed it would be fine and i was willing to test it. But short-term tests don’t always reveal long-term problems.
